It says that the other two lenses are sharper lenses (the RF 28-70mm f2 L and EF 24-70mm f2.8 L II, not that the EF 24-70mm f4 L somehow is not a good lens for EOS R. those are MTF analysis of the 3 lenses and 28-70 and 24-70 f2.8 II are consistently much better than the f4.0 for EOS R camera!
One more lens you might want to consider for its versatility is the Canon EF 24-70mm f/4L IS USM . This is another lens that's recently been discontinued, but can be found used. There is an f/2.8 version of this lens but it's considerably heavier and will cost you a lot more and to be honest, you'll be able to get away with f/4 for pretty much all food photography.
